Abstract |
Modern local government in Greece is faced with many problems that negatively develop in the work of municipal government. However, it is not new in the modern history of the Greek state in the affairs of local authorities. The problem of interaction between local government and the state often lies in the discrepancy between the scope of the municipal authorities’ powers and the material and financial resources at their disposal. Besides the initial period of the formation of centralized state signs, which took place in Greece during the first period of the reign of King Otto I (1833-1843), then the management of the New Greek state was further complicated by the deliberate passivity of the execution of central political power decisions the by local forces. A new administrative and territorial structure of the country was introduced to overcome the managerial "dissonance" during the construction of the state mechanism of Greece. The mission is to establish the structure of local government of the Greek state with an absolute monarchy of Wittelsbach 1833-1843. The methodological potential includes the methods of historical and legal analysis, which made it possible to study the structure of local government during the period of the establishment of an absolute monarch in the Modern Greek state. It is characterized by the struggle of the central government in the person of the king, which marked the end of post-revolutionary centrifugal tendencies, and local government expressed in the form local forces of the pre-revolutionary period. A special place within the framework of this study is given to the works of G. Milios "The Greek Social Formation" (translated from Greek) and K. Marianti "Local Government and Urbanization - Modernization of the Municipal Government of Greece in the 19th Century." (translated from Greek), concerning changes in the structure and territorial organization of local government. The article are analysed the main changes in the administrative and territorial structure of the New Greek state with an absolute monarchy of the first king Otto I of the Wittelsbach clan, both at the regional and municipal levels. A Table shows the administrative division of Greece into prefectures and provinces in 1833. A Figure shows the municipal level of the new administrative structure of the Greek state in 1834. Administrative Structure of the Modern Greek state in 1833-1843 had 459 municipalities, the formation of which was carried out on criteria related to population, area and natural conditions. Population divided local authorities into three classes: Alpha, Beta and Gamma. Due to the special conditions that developed after the liberation struggle, the law "On the formation of local authorities" provided for their creation in each settlement, where the concentration of the population and resettlement was expected. Particular attention was also paid to the delineation of the new local authorities by geographical features, which were supposed to contribute to the cohesion and development of the self-governing units of Greece. |
